Before a transfer or building works, the existing condition must be clearly established. PPO arranges an engineer’s inspection and documentation. Measured surveys and digital drawings support the assessment of eligibility under Greek Law 4495/2017, as applicable to the specific property.

What does it include?

  • Collect the building permit, approved drawings, title deeds and previous declarations.
  • Inspect and survey the property, recording differences in floor area, use or construction.
  • Assess eligibility for regularisation or another required procedure and prepare the necessary documentation.

What do you receive?

After reviewing the property, the engineer determines the lawful procedure, requirements and deliverables. Regularisation and legalisation are distinct procedures. The category, deadlines, fines and additional studies cannot be determined without examining the file.

How do we begin?

Initially provide the address, use, available building permit and a brief description of the discrepancy. Mention any earlier declaration or planned transfer.

The right procedure starts with a property inspection

A difference between the current condition and approved plans requires an engineer's review. PPO organises the inspection, gathers documentation and records discrepancies to establish whether legalisation, statutory regularisation or another action is possible.

Legalisation and regularisation are different procedures

Legalisation through a permit and regularisation under legislation have different requirements and effects. The appropriate route depends on the property's characteristics, the date and type of infringement, applicable provisions and local restrictions. Eligibility is not assumed before the file is examined.

Documents required

  • Building permit and approved plans, where available.
  • Title deeds, the deed establishing separate ownership and available floor-area records.
  • Previous regularisation declarations and supporting records.
  • Evidence of when construction or change of use occurred, where required.

If documents are missing, we first identify how to obtain or complete them. The inspection compares the actual condition with the available plans.

Costs, fines and timeframe

The engineer's fee is separate from administrative charges, fines and any additional studies. Total cost cannot be estimated from floor area alone: it depends on the infringement, the property and the permitted procedure. Current deadlines and the ability to submit an application are checked when the assignment is agreed.

Frequently asked questions

Can every unauthorised structure be regularised?

No. Conditions, exclusions and restrictions apply. A review precedes any commitment concerning the outcome.

I have an older declaration. Is another check needed?

We examine the declaration's status, uploaded plans and their consistency with the current property. An old declaration alone does not establish that no further matters remain.

How does this relate to a sale?

The technical file should be prepared in good time alongside the transfer documents. The Electronic Building Identity is a separate step and does not replace regularisation of unauthorised works.
